Financiële hordes maken hernieuwbare energie in India duurder dan in VS en Europa; zonder overheidsmaatregelen kan dit de groei ernstig beknotten

-- Het Climate Policy Initiative en de Indian School of Business publiceren resultaten van twee onderzoeken naar financiering van duurzame energie in India

HYDERABAD, India, 5 december 2012 /PRNewswire/ -- Het Climate Policy Initiative (CPI) en het Centre for Emerging Markets Solutions (CEMS) van de Indian School of Business (ISB) hebben vastgesteld dat hoge interesten en relatief korte leningstermijnen voor energieprojecten in India 24-32% toevoegen aan de kosten van duurzame energie in India in vergelijking met soortgelijke projecten in de Verenigde Staten en Europa. De overheid heeft de doelstelling om voor 2017 in totaal 4.000-10.000 MW en voor 2022 in totaal 20.000 MW duurzame energie te produceren. De moeilijkheden op de schuldenmarkt maken het voor India echter duurder om deze doelstellingen te bereiken.

Het rapport van CPI-ISB, uitgevoerd in het kader van haar energie- en milieuprogramma en getiteld "Meeting India's Renewable Energy Targets: The Financing Challenge" stelt vast dat zelfs als de kosten van de schuld dalen, de moeilijkheden wat betreft de leningsvoorwaarden, toegang tot goedkope financiering, beperkingen op buitenlandse schulden en de praktijken van de nationale banken waarschijnlijk op middellange en lange termijn extra hindernissen zullen vormen voor de groei van de sector van duurzame energie in India.

In 2011 lanceerde India de Renewable Energy Credits, een marktconform nationaal beleid om het land te helpen haar doelstellingen op het vlak van duurzame energie op een efficiëntere manier te bereiken. Het CPI-ISB-rapport getiteld "Falling Short: An Evaluation of the Indian Renewable Certificate Market" stelt vast dat de markt van de Renewable Energy Certificates waarschijnlijk de doelstellingen van de overheid niet zal halen. Hoewel het ontwerp van het mechanisme van de Renewable Energy Certificates adequaat lijkt, zijn de resultaten van de markt tot nu toe ver van bevredigend.

"De hoge schuldkosten, die gebruikelijk zijn in opkomende economieën, vormen een mogelijke hindernis voor de groei van duurzame energie," aldus David Nelson, Senior Director van CPI. "CPI onderzoekt momenteel hoe andere landen dit probleem hebben aangepakt. De nationale ontwikkelingsbank van Brazilië heeft goedkope leningen aangeboden om deze projecten te stimuleren en kan enkele nuttige tips bieden aan India."

"Maar zonder structurele oplossingen zal de sector door deze financiële hindernissen een enorme achterstand oplopen."

Het Climate Policy Initiative en het CEMS hebben deze eerste twee onderzoeken over India uitgevoerd in het kader van het "CPI-ISB Energy and Environment Program", een nieuw samenwerkingsverband om de doeltreffendheid van het energie- en klimaatsbeleid in India te analyseren. Het programma voert analyses uit en biedt informatie en advies om het land op weg naar een milieuvriendelijke ontwikkeling te helpen.

"Deze eerste projecten bekijken specifiek de praktische problemen bij het financieren van duurzame energie."
